China will abolish value-added tax (VAT) export rebates for solar products starting April 1, 2026, according to a joint policy notice issued on January 9 by the Ministry of Finance and the State Taxation Administration.

The removal of rebates will apply to key photovoltaic items including silicon wafers, solar cells, and finished modules. Battery products will see a phased reduction—from 9% to 6% in 2026—before a full cancellation in 2027.

Market analysts expect a surge in solar exports in early 2026 as manufacturers rush to ship ahead of the deadline. The move is likely to raise costs for Chinese suppliers and may accelerate overseas production expansion by leading companies.

This marks the second major cut to green energy export incentives in over a year, reflecting China’s shift toward supporting high-value manufacturing over volume-driven exports.
